• Policy admin running on a legacy system that takes months to configure new products and can't support the distribution channels customers expect?

  • Renewals processed manually because the system can't automate the renewal cycle?

Insurance Policy Management System Development

Custom policy management software for insurers and MGAs who need a system that can launch new products in weeks -- not one that takes months to configure a new product and cannot support the distribution channels customers expect.

Built to cover the full policy lifecycle. New business, endorsements, cancellations, reinstatements, and renewals automated. Rating engine, document generation, and agent portal included.

  • Policy lifecycle management -- new business, endorsements, cancellations, reinstatements

  • Rating engine -- configurable rating tables, factor-based pricing, multi-tier pricing

  • Renewal automation -- renewal invite, updated premium, auto-renewal with opt-out

  • Agent and broker portal -- submissions, quotes, policy management, commission tracking

An insurance policy management system handles the full policy lifecycle -- new business, endorsements, cancellations, reinstatements, and renewals -- along with rating, document generation, and agent or broker access. RaftLabs builds custom policy management systems for insurers and MGAs, with configurable rating engines and renewal automation, delivered at a fixed cost in 12-14 weeks.

A legacy policy admin system is a product launch blocker

Legacy policy administration systems were built for the products that existed when they were installed. Launching a new product -- a new coverage, a new distribution channel, or a new geographic market -- requires months of configuration work, IT involvement, and testing. By the time the product is live, the market opportunity has moved.

The distribution problem is just as limiting. Most legacy systems were designed for phone and paper, with a web layer bolted on as an afterthought. Agents cannot get a quote without calling your office. Customers cannot view their policy or make a mid-term change without sending an email. The system that was adequate five years ago is now a barrier to the business model you want to run.

Renewals amplify both problems. A renewal cycle that runs automatically is the default expectation. A renewal that requires a staff member to pull a report, calculate the updated premium, generate the renewal notice, and send it manually is an operational cost that scales directly with policy count -- and a customer experience failure when the notice is late.

What we build

Policy lifecycle management

Full policy lifecycle from new business submission to expiry. New business flow with application capture, eligibility checks, rating, document generation, and policy issuance. Mid-term endorsement processing -- coverage changes, insured detail updates, vehicle changes, additional insured additions -- with endorsement premium calculated and pro-rated automatically. Cancellation workflow with refund calculation, reason recording, and regulatory notice generation. Reinstatement with lapse period calculation and any reinstatement conditions applied. Policy status tracking across the full lifecycle with a complete transaction history on every policy record -- every endorsement, premium change, and status update documented with date and user.

Rating engine

Configurable rating engine where your actuarial team controls the rating tables -- base rates, rating factors, territorial multipliers, discounts, and surcharges -- without requiring a software release for every rate change. Factor-based pricing applying multiple rating variables in the correct sequence per your filed rate structure. Multi-tier rating for products with different coverage levels or deductible options -- the engine calculates premium for each tier simultaneously so the quote shows the full range. Rating audit trail logging the inputs, factors applied, and calculated premium for every quote and issued policy -- the documentation your actuarial and compliance teams need for rate review and regulatory filing. Rate change deployment with effective date control so new rates apply from the correct date.

Policy document generation

Policy documents generated automatically from the policy record -- no manual drafting, no merge errors. Policy wording, declarations page, and schedule generated on issuance with all policy-specific details populated from the record. Certificates of insurance generated on demand by the policyholder or agent with the correct effective dates and coverage limits. Endorsement documents generated for each mid-term change with the amended terms clearly identified. Regulatory notices -- cancellation notices, non-renewal notices -- generated with the correct state-specific language and required advance notice periods. All documents stored against the policy record and available for download. E-delivery by email with physical mail as a fallback where required.

Renewal automation

Automated renewal cycle running 60-90 days before expiry -- configurable per product. Re-rating the policy at renewal using current rates and any updated risk information. Renewal invite generated and sent to the policyholder with the updated premium, coverage summary, and payment instructions. Auto-renewal with opt-out for eligible policies -- payment collected on the renewal date unless the policyholder cancels. Renewal declined and non-renewal notice generated for policies that fall outside your current appetite at renewal. Renewal bordereaux produced for carrier reporting where you write as an MGA. Renewal conversion rate tracking by product, distribution channel, and agent so your management team can see where renewals are falling off.

Agent and broker portal

Agent-facing portal for submission, quoting, binding, and policy management without calling your office. Quote flow where the agent enters risk details, receives a premium, and can bind immediately within your appetite. Referral submission for risks outside auto-bind criteria -- sent to your underwriting team with the agent's notes. Policy management for the agent's book -- active policies, upcoming renewals, recent endorsements, and pending quotes in one view. Commission tracking showing earned commission by policy and by month, with commission statements downloadable for reconciliation. Document access so the agent can download policy documents and certificates without involving your team. Role-based access controls so your team can manage agent access centrally.

Regulatory compliance

State filing requirements managed within the system -- approved rate and form filings tracked by state and product. Form approval status visible so your compliance team can see which states have approved the current policy wording and which are pending. Regulatory notice templates maintained per state -- cancellation notices, non-renewal notices, and adverse action notices with the correct statutory language. Advance notice period rules enforced by the system -- a cancellation notice cannot be scheduled with less than the required notice period for the relevant state. Audit trail on every policy transaction supporting regulatory examination and internal compliance review. Surplus lines compliance for MGAs writing on non-admitted paper -- stamping office reporting and surplus lines tax calculation.

Frequently asked questions

We build policy management systems for personal lines including motor, home, renters, pet, and travel, and for commercial lines including small business liability, commercial property, and specialty products. MGAs writing on behalf of Lloyd's syndicates or admitted carriers are a common use case -- we design the system to support the reporting and data requirements of your capacity provider alongside your own operational workflow. Surplus lines and non-admitted paper require specific compliance handling that we scope during discovery. If you write a niche or specialty product with unusual risk characteristics or coverage structures, tell us during discovery so we design the data model correctly from the start.

Yes. The policy management system exposes policy data to claims systems via API -- policy status, coverage limits, deductibles, exclusions, and endorsements -- so the claims adjuster sees current coverage without switching systems. If you are building both a policy management system and a claims management system with us, we design the integration between them as part of the overall architecture. If you have an existing claims system, we scope the integration against what that system can consume -- REST API, file transfer, or database-level integration depending on what is available. Coverage changes made in the policy system propagate to the claims system so the adjuster always has the current picture.

Regulatory filing requirements vary significantly by state and product. During discovery, we work through the states you operate in, the lines of business you write, and whether you are admitted or surplus lines. The system maintains a filing register -- rate filings, form filings, and their approval status per state. Document templates are maintained with state-specific variations so the correct language is used for each state without manual selection. Advance notice periods for cancellation and non-renewal are enforced by the system. We do not prepare or submit regulatory filings -- that remains your actuarial and compliance team's responsibility -- but we build the system to store, track, and enforce approved filings correctly.

The rating engine supports factor-based rating where premium is calculated by multiplying a base rate by a series of rating factors applied in sequence -- the structure most personal and commercial lines rate filings follow. Rating factors are configurable by your team through an admin interface -- adding a new territory, adjusting a discount percentage, or introducing a new surcharge does not require a software release. The engine supports multi-tier rating for products offering coverage options at different price points, and package rating for products with multiple coverage components priced separately. Rating output is logged with the full input set and factor sequence for audit purposes. If your product uses a more complex rating algorithm, we scope a custom rating engine during discovery.
